This started in Georgia, when the ruling Georgian Dream party introduced something similar. Russia introduced a law on foreign agents following 2011 protests, they modeled this law on the American Foreign Agents Registration Act. “Russian law” plays on local Russophobia.

But if you are religious in Russia, your religious practice will be protected by the state.
