Almost 20,000 Men Fled Ukraine to Escape the Draft

From the start of the war, almost 20,000 men have fled Ukraine to escape being drafted. According to BBC, almost 20,000 men have fled in the Western direction.

This number seems to be too low. The Czech Republic has 500,000 Ukrainians.
