They have plan, something named after Moses, basically if they have to run en masse in case of lost war against Arabs. I remember some leak in 90s was showing that they want Crimea, and Black sea region in general. At some point they realized that it won’t be viable since Russia is getting stronger. So who knows what’s the place now.
Some say that they want another place since population keeps growing in Israel, but I’m not sure about that.
